There is an evening meal available at Grafham on the Saturday evening, at a cost of ?7.50 a head. Tickets will be on sale in the Race Office on Saturday.

BUSA Inland Championship 2004 – 13th 14th March 2004
SAILING INSTRUCTIONS
1 . RULES
The event will be governed by the Racing Rules of Sailing (RRS), the RYA prescriptions, the relevant Class Association Rules and these Sailing Instructions. In the event of conflict these Sailing Instructions shall prevail
These Sailing Instructions may be modified by Supplementary Sailing Instructions issued to competitors or posted on the Open Meeting Notice Board.
Change of Sailing Instructions will be notified by flying Flag L from the flagpole on the foreshore in front of the Race Office
Entrants and authorised guests are temporary members of Grafham Water Sailing Club during the event and shall comply with its rules and byelaws
2 Conditions of Entry
2.1 The safety of a boat and her entire management including insurance shall be the sole responsibility of the owner/person in charge who must ensure that the boat and the crew are adequate to face the conditions that may arise in the course of the race. Neither these sailing instructions nor any inspection of the boat limits or reduces the absolute responsibility of the owner/person in charge for the crew, the boat and her management. The race organisers, who are Grafham Water Sailing Club and the Race Committee which is the club?s Race Committee, shall not be responsible for any loss, damage, death or personal injury howsoever caused to the owner/person in charge or crew as a result of their taking part in a race or races. Moreover, every owner/person in charge warrants the suitability of the boat for the race or races
2.2 Adequate personal buoyancy for all crew members must be worn at all times whilst afloat. Neither wet suit or dry suit constitutes adequate personal buoyancy. This changes RRS 40.
2.3 Wet suit or dry suit must be worn by both helm and crew for this event.
2.4 The Race Committee may inspect, weigh or measure any boat, sails, gear or clothing at any time.
2.5 Before going afloat entrants shall have and sign a declaration that they have third party insurance of not less than ?2,000,000 for any one accident. Any entrant not able to do so shall pay the Club or agent for temporary cover for the event
3. Eligibility
3.1 Helm and crew shall be from the same institution.
3.2 The BUSA Championship is open to all internally registered students from institutions affiliated to BUSA. Student Registration/ Matriculation Cards (as proof of identity) shall be presented at Registration.
4. Sail Numbers – A boat shall not race with an incorrect sail number. A boat wishing to use sail numbers other than that with which she has registered must apply in writing to the Race Committee for permission to do so.
5. Notices to competitors
5.1 Notices to competitors will be posted upon the official notice board situated on the ground floor of Grafham Water Sailing Club.
5.2 There will be a competitors? briefing at 10.15hrs on Saturday 13th March in the ground floor area.
6. Changes to Sailing Instructions.
6.1 Changes to sailing instructions will be posted at least 60 minutes before the advertised starting time of the race or races concerned. Any change to the schedule of races on
Sunday will posted by 20.00 hrs on Saturday.
Flag `L` will be hoisted on the flagpole on the club foreshore in front of the Race Office
when a change has been made. Flag `L` will be lowered at the conclusion of racing on that day. The flying of flag `L` the following day indicates a further amendment to these SI?s has been made.
7 . Signals made ASHORE.
7.1 Signals made ashore will be displayed on the Grafham Water Sailing Club flagpole on the
foreshore in front of the Race Office.
Flag `AP` hoisted ashore indicates that a scheduled starting sequence is Postponed.
This flag signal will be hoisted with two sound signals, and will be lowered with one sound
signal. Following the lowering of these signals the Warning Signal for the next race will be made not less than 30 minutes after the AP is lowered.
7.2 After racing the hoisting of flag `B` (with two hoots) indicates that protest time has begun.
Flag B will be lowered to half hoist when 15 minutes of time remains, and will be lowered (with one hoot) at the conclusion of protest time.
8 . Schedule of Races.
Races will be sailed `back to back` and competitors are advised to take afloat adequate fluids /snacks and clothing
Saturday 13th March Race 1
First Warning Signal 11.25 hrs
Race 2 as soon as possible after Race 1
Race 3 as soon as possible after Race 2
Sunday 14th March Race 4
First warning Signal 10.40 hrs
Race 5 as soon as possible after Race 4
Race 6 as soon as possible after Race 5
The order in which classes will start will be indicated by their Class Flags.
A total of 6 races are scheduled. In the event of a race or races being lost on Saturday one extra race may be sailed on Sunday.
At the Race Committees discretion a ?lunch break? may be made ? this will be signified by flying flag AP over H ? ?races not started are postponed – further signals ashore?. No warning flag will be made after 15.30 hrs on Sunday 14th March.
9 . Class Flags.
9.1 The Class Flags will be
Handicap Class Numeral Pennant ONE (white with red disc)
Laser 2 Numeral Pennant TWO (Blue with White disc)
10 . Racing Area. The racing area will be defined at the competitors briefing
11. The Courses.- two course options will be used ? Reverse P and Trapezoid
11.1 Reverse P ? signified by a board showing ?P? on Committee boat

Course marks are to be rounded as follows
Start, 1 (port), 2 (port), 3 (starboard), 4 (port), pass though Start Gate = 1 lap
Laser 2 – Repeat according to laps shown on Committee boat
Handicap Class – repeat until race is shortened with Flag S over NP 1 (see 16.3 finishing).
11.2 Trapezoid – signified by a board showing ?T? on Committee boat

Start ? 1,2,3,4 (all to port), pass through ?start gate? = 1 lap
Laser 2 ? repeat according to laps shown on Committee boat
Handicap Class ? repeat until course is shortened with Flag S over NP1 (see 16.3 Finishing)
11.3 Boats observed to have sailed an incorrect course will be recorded DNF.
12 . Marks ? Marks 1-4 will be orange Pillar buoys. The outer distance mark will be an orange dan buoy flying an orange flag.
13 . The Start
13.1 Races will be started as RRS 26 with classes starting at 5 minute intervals.
13.2 In the event of a General recall the recalled start shall start after the last scheduled start
in the programme. The warning signal for the new start will be one minute after the last start or one minute after the First Substitute is removed. This changes RRS 29.3

The starting line will be between the mast of the CB upon which is flying an Orange Flag and the Outer distance mark flying an orange flag.
13.2 No boat shall start later than 4 (FOUR) minutes after her starting signal.
13.3 Individual Recall. Flag `X` will be displayed on a staff for no longer than two minutes (Varies RRS 29.2).
13.4 The Race Committee may position a vessel to hold station outside the port end of the starting line. When in position or manouvering to hold position this vessel shall rank as a starting mark to be passed on the same side as the port end starting mark.
13.5 Boats whose preparatory signal has not been made shall keep clear of the starting area, and of all boats whose preparatory signal has been made.
14. Mark Boats – There will be no mark boats
15. Changing the position of a mark.
15.1 When after a race has started there is a substantial wind shift the Race Committee may move one or more marks.
16 . The Finish.
16.1 The finish line for both courses is between the Committee boat flying a Blue flag and the outer distance mark (Dan buoy + orange flag).
16.2 After finishing competitors shall keep clear of the CB and shall not re cross the finish line. Competitors so doing may be scored DNF.
0 mark 416.3 Handicap Class ? boats will sail for approx 50 minutes, at the end of this time, at the discretion of the Race Committee TWO sound signals will be made and Flag S over Flag NP1 will be flown to signify that the race for the Handicap class is to be finished. Each boat will be finished as it crosses the Finish line to complete the lap that it is sailing when the race is shortened.
The number of laps that each boat completes will be recorded plus its elapsed time. This will be used to calculate its average lap time for each boat which will be corrected on handicap using the boats PY number to produce the race result
17. Trophies.
17.1 Team Prize
There will be a team prize for the team with the lowest score calculated from the 3 boats entered on the entry form. Points will only be given to boats that have a fleet of at least 15 boats confirmed at registration at the event. If a boat is entered on the original form and the fleet they are entered in is below 15 then the reserve boat may be used. If 2 or more boats are in fleets with entry below 15 then the University may nominate an additional boat(s), however this must be done before the 1st race and if not then they will not be eligible for the trophy. Any nominated team boat which has a fleet of more than 15 and is entered on the original form may not be substituted for other boats.
18 . Time Limit.
18.1 The race will be valid if any boat finishes within 75 minutes of the start.
18.2 The finish line will close 20 minutes after the first boat in her class, except in the
Handicap Class where the line will close after 30 minutes . Boats not finishing within the
time limit will be scored DNF.
18.3 Closure of the finish line will be signalled by the lowering of the blue flag with a long sound signal.
18.4 Boats in Class Starts may be awarded a finishing position by the Race Committee in
order to complete the sailing programme, and may be advised to return to the start area for another race. Once the leading boat has finished all other boats in that Class will be finished. Boats which have been lapped will be recorded in order of the number of laps completed.
19. Protests
19.1 Boats are requested to advise the Race Committee on the Committee Boat at the end of
each race of an intention to lodge a protest.
19.2 Protest forms are available at the Race Office.
19.3 Protests will be heard in approximate order of receipt, and as soon as possible. Details of time and place and parties required will be posted on the Official Notice Board on the ground floor of the clubhouse.
19.4 Decisions of the protest committee will be final as provided RRS 70.4
20 Declarations
A boat that does not finish or retires after finishing shall sign to this effect against her sail number on the Declaration sheet no later than 30 minutes after the last boat finishes in her race (or the last race when races are sailed back to back)
21 Scoring System
21.1 The low point scoring system in Appendix A will apply.
21.2 Six races are scheduled. If four or more races are sailed there shall be one discard. If three or less races are sailed all races will be counted.
22 . Tallies will NOT be used for his event
23 Local Regulations
23.1 A safety boat in close attendance to a craft or competitor in difficulty is an obstruction.
23.2 The prohibited area at the west end of the water marked with a line of buoys is an obstruction.
23.3 Each fishing boat and an area extending 20 meters in any direction from the fishing boat is an obstruction.
23.4 Competitors are asked to comply with requests and advice from the safety boat service whose priority is to help competitors in distress or danger before retrieving boats. Competitors may be asked to abandon a boat and board a safety vessel.
